It wasn't the first of the Mickey Mouse cartoons and, like any other cartoon short, was just the next idea that came along. However, it's well known because Walt wanted to be on the cutting edge so it was the first cartoon with sound. One could say that Walt made Steamboat Willie to be the first cartoon but it happened to be the cartoon they were working on when Walt secured his first sound recording equipment and worked the kinks out.

Steamboat Willie was Mickey's first sound cartoon on November 18th 1928 although the third one created.Plane Crazy was actually the first cartoon created. It was released in its silent form for a test audience on May 15th 1928 although it was the fourth one released after sound was added.
Presuming you mean Steamboat Willie, No. It was not the first sound cartoon. It may have been more widely distributed but Fleischer Animation Studios were producing cartoons with sound prior to Steamboat Willie.The first Fleischer short w/ sound was Come Take a Trip in My Airship from January 1925 & the first with sound synchronization was My Old Kentucky Home in 1926.

It was simply the first Disney Cartoon to have sound in it. The actual first one was in fact a product of the Fleischer Studios, Koko's Sound Car-Tune i believe.

MGM purchased the rights in 1930 to distribute a series of cartoons that starred a character named Flip the Frog, produced by Ub Iwerks. The first cartoon in this series (entitled Fiddlesticks) was the first sound cartoon to be produced in two-color Technicolor.
