First off, it is spelt Mississippi. With that out of the way, blacks in Mississippi technically got the right to vote when blacks did all over the country. However, due to ill-advised policies, there was a continued disenfranchisement until the Civil Rights Era.

there are blacks in Gatlinburg tn, the only way you can find out by going there i saw some blacks so you are not alone.
yes there were some barber shops, but because blacks didnt do enough to update their bussiness or to improve the way they were run hence other bussinesses moved in and made progress to give their consumers what they wanted.
