Fallout 3 and Fallout: New Vegas are completely different games, sure they are in the same title and the same game engine, but the configurations and in-outs are different for both games, so you cannot simply apply a mod you used for Fallout 3 and try to run it on Fallout: New Vegas. You may be able to find mods that match your Fallout 3 mods for New Vegas on an assortment of different websites all over the net.
You can't mod the console versions, only PC.
No you cant I've beat the whole game and you cant get a car. there might be a mod for it
Occasionally Fallout: New Vegas will freeze, but not as frequently as Fallout 3.

It is strongly recommended that you download and install Fallout Mod Manager before installing mods; as it makes it easier to install & manage mods.When you open the mod manager (and selected which fallout game to manage if you have both) click the package manager button. This will bring up the package manager.To add & install a fallout mod; fist click the Add FO Mod button. Find you mod using the browser and then once it is done installing click the activate button to turn the mod on.When using mods it is recommended to always launch your game using the mod manager; and not the default fallout shortcut. There is a Launch Fallout New Vegas Button in the main mod manager window; this will launch the game.

In Fallout 3, there was a site called "Fallout 3 Nexus", from what I understand it was where everyone went for mods. Similarly, one was made for New Vegas named "Fallout New Vegas Nexus". You'll be able to find all the mods you could ever hope for there (just google it). Be sure to download the Mod Manager, it makes mods easier to use.
