Most city-states got rid of kings with total power early on, replaced by oligarchs (a clique of aristocrats). These abused power, and single rulers called tyrants were established to look after the interests of the lower classes. These abused power and wee replace by oligarchs and in some cases, by democracy.

In a few states (eg Sparta) kings remained, with their responsibilities limited to being war leaders and religious duties.

From about 2000 B.C.E. to 800 B.C.E., most Greek city-states were ruled by monarchs—usually kings (the Greeks did not allow women to have power). At first, the Greek kings were chosen by the people of the city-state. When a king died, another leader was selected to take his place. Over time, however, kings demanded that, after their death, their power be passed on to their children—usually to the oldest son. This is how monarchy governments continued to operate, and it is how most monarchies remaining today operate.

Most poleis were a monarchy at the beginning, but later developed in democracies or aristocracies. Sparta had a double monarchy (two kings), and others may have still had kings as well.
