This sounds crazy but, the wiper arm has a switch on it that if it shows that it is in the down position the window will not roll down. Try reseating the wiper arm in its stay. Push up on it firmly to make sure it is seated. The switch should sense that the wiper arm is up and the window will roll down. I had the same problem with my 4Runner. I too ohmed all the wires from the front to the back and the switches as well they tested good. I seated the wiper arm and then it worked fine!
