You can not get heat from cold water, The engine has to run long enough to get the water in the engine HOT. That is were you get heat from HOT WATER-- Coolent

if it doesn't heat your heater core is most likely clogged and if it doesn't blow at all then the blower is messed up.

The heater does not blow air because it emits infrared rays that have heat molecules within them, thus releasing heat, not blowing it. A heater does not blow air becasue there is no moving air source within the heater. The heater emits infrered rays that cause heat to slowly flow out of the heater.

Low coolant level? Thermostat not opening? Water pump not circulating coolant? Heater core airbound? Heater core plugged or restricted?

Can be a thermostat stuck open. Replace the thermostat and service the cooling system. Can also be a heater control valve malfunction.

The compressor is coming on because you have the heater set to defrost. Take it off defrost and the compressor will not come on. I would suspect the compressor is locked up.
The front expansion valve is clogged.
