Does having a high speed CPU assure quick function of a computer and why?

A high speed CPU is a primary component of a quickly functioning computer, however it does guarantee that the computer will in fact function quickly. A computer is only as fast as it's slowest component, so it also relies on the amount and speed of RAM, the bus speeds of the motherboard and storage drives, and the power of the video card. Any other components involved in a process, such as USB drives, can also cause a slower function, i.e. copying files to an older USB drive.
