this is grammatically incorrect: 'does he a teacher' is stating that he 'does' a teacher. there is no such usage in correct English other than that of slang, and would imply a sexual connotation.
Well, here a literature teacher is also called an English teacher. So, if you mean that, yes, you definitely can, if you go to the right places. If you mean the language, like a French or Spanish teacher, yes, you still can. But either way you have to learn Japanese to communicate with the locals.
