Are you sure you have the right version of cheat codes for the game version? If you have a European game you need the European cheats and same for the US and Japanese versions.

Pokemon SoulSilver is by far better. The action replay only works with games. If you do not have a game (i.e. SoulSilver), then it cannot work.
