It can be a result from many causes; but a few you can check are:
1) the Catalytic converter is mostly plugged, and can flow the lower gas flow at idle, overheating at higher RPM's, like when driving.
2) The Exhaust system has a restriction, like a pipe that has been flattened reducing flow capacity.
3) The Ignition timing is misadjusted (in cars with an ignition distributor), or the spark advance mechanism is worn out or sticking, preventing proper timing advance at higher RPM's, like when driving.
4) The fan (or water pump) pulley is slipping under the belt, this aggravates at speeds above idle. Or if the fan has a thermal clutch, the clutch is defective and slips.
