if the thermostat is not closing its not letting the coolant get warm enough to heat your vehicle. If it stays open the coolant just keeps circulating and not heating up.
The most common problem causing a 2000 Blazer to stay on heat is a problem with the blend door. Check the blend door and its control circuit to fix the problem.
Check the 96 Blazer for any vacuum leaks in the system. A vacuum leak can cause the air flow to only come out of the heat vent.

You need to adjust your idle.
Check the engine thermostat. Its probably stuck open.
The temp blend door actuator is probably at fault.
They did have heat in 2003, they also had air conditioning as an option.
