Siezed engine, Bad starter, bad starter solenoid, bad/corroded battery cables, weak battery, bad neutral switch
Open the trunk and look for the wires that connect to the license plate lights. You should see a plastic piece that hooks into a socket. Simply grab the plastic piece and turn and the lights should come right out. The lights may be behind a paneling.
Although the lights should be dipped when approaching another vehicle so they aren't bright, the best place to look would be at the edge of the road on your side; you will still be able to see most of what is on the road ahead of you, but without looking directly at the bright lights.
1995 Chevrolet Monte Carlo no tail lights or dash lights they will come on at time and go off the fuses are not bowed. The tun singles and flasher and brake light work. What should I look for now?
Look to the right of the road.
I would look for the coloured wire that was attached before. Is it broken off? is there a bit left attached to the light? if not you could look at a wiring schematic. Not likely to happen, look at the coloured wire going to one of the running lights in one of your tail lights. Tap into that and when your running lights are on the licence plate light should come on as well.
Check the wire on the left trunk hinge. Many Camry suffer broken wires at that place.
You should look for rust and broken tail lights. You should also make sure the wheels are good.
You have blown a fuse, look for an acc. fuse out.

there should be a button on your dash next to the scroll type dimmer switch that activates the dome lights....that switch is a (either or type) switch that allows you to either have the dome light come on when you open the doors or not to come on.....Look in your owners manual

check fuses, check bulbs, from there see if there is a grond for your reverse lights that may need cleaning. If still no lights, make sure there is a good wire back to the transmission for your lights. Still no luck, look into the sensor on tranny for your reverse lights. Good luck.
