Article C-10312 is the old BUPERS regulation for a General (Admin) discharge (OTH - Other Than Honorable). Not anything severely criminal mind you (which would garner a BCD (Bad Conduct Discharge), but something enough to warrant a discharge under OTH conditions.
There's no way to be positive without actually getting a copy of his service record, which you course as a child can easily obtain from the National Archives using their online request forms (link below). It was often used for those personnel who may have been convicted of a civilian crime other than a felony.
It's important to remember that the military conduct codes back then were a lot more strict than they are today. These days they don't let go of you that easily; if you get in trouble, you're more likely to either get busted down a grade or two, unless it's serious enough to warrant brig time. Even then, unless it's a felony, a pattern of repeated offenses, or something like addiction, they don't like to give up.
