Often when you try to tie up a horse and they spook frequently, we use a thing called a breakaway halter. This halter is designed for the horse to spook and the halter to give into the horse. Usually normal halters will not break from a horse's struggle, and will result in the horse hurt and/or the fence you tied it to broken. But breakaway halters will release the horse and the halter isn't broken permanently. Some people believe if you let a horse breakaway without a consequence they will try it every time to get out of work. Others believe horses only breakaway due to a true spook and don't want their horses hurt.

Don't. If the horse spooks, the lead rope will not come loose. Many horses will then rear when they find that they can't escape. Often, the halter will break, but if not, your horse will be seriously hurt. Always use a slip knot to tie your horse, or if you have to, use a break away halter. Also, never leave your horse alone while tied.
You can, but it will be very challenging on account that they have it set in their minds that they can do whatever they want by that age. It will take a lot of hard work and consistency but you can do it. I was able to halter break my horse at the age of 8 when I first got her so I'm sure you can do the same
I broke mine in a rope halter. I say anything bitless, halter, hackamore (not the machanical kind) or the Bitless bridle.

The halter and lead rope are a horse owners staple. It is used to lead or tie or any time you handle your horse on the ground. The best is a nylon halter because of it's strength and durablity but never turn a horse out or even in a stall wearing a nylon halter. If you have a horse that hates to be caught and you need to keep a halter on him use a leather or breakaway halter instead. If the horse snags the halter on something the leather will snap and the horse won't be injured. I cringe every time I see a pastured horse wearing a nylon halter.
