My son just found a double-sided quarter One side 1998 the other side 1065 and you can see a double print of Washingtons pony tail and ribbon on the 1065 side?

Well, obviously there were no quarters made in 1065 so that must be an artifact of whatever caused this coin's condition.
It's most likely a very crude attempt at one of those 2-headed magician's coins that turn up in change every so often. These trick coins are made by cutting apart 2 real coins and swapping sides. They give off a dull ring instead of a clear sound when dropped, so you could compare your coin to a normal quarter.
If there is any of the eagle side visible, there's an off-chance you have a real error. One such is called a flip-over strike*. This happens when a newly-struck coin doesn't eject from the coin press and falls back upside down, so it's struck again with the next hit of the press. Or, a previously-struck coin may have accidentally fallen in with unstruck blanks and gone through a second time.
(*) FWIW, coins are said to be struck or minted. Numismatists reserve the word "print" for things made with paper and ink, like $ bills.
