He is in Final Maze which i have been told and i have a moltras and hes not really a high level but he is in 40th floor of final maze where you see fire room cuz theres lots of different room and there is 48f plus final maze is at the treaure town go down and find mohawak place and explore final maze its a new opening but it doesn't open right away when you find the place just explore the other hole and someday you'll see the final maze open but just wait and wait it wont take long unless you go to giant volcano if you opened it after you get heatran then you'll get to find moltras but im not sure what floor you'll see someone else's answer somewhere
