The idea that people within a state can and should determine the laws within that state is referred to as popular sovereignty. Popular sovereignty is the principle that the people in a state can determine the laws within that state.
The notion that people should be able to vote on the matter of slavery in the territories was called popular sovereignty. Popular sovereignty is a doctrine rooted in the belief that every human being is sovereign.
Douglas proposed that the people within each new territory should decide the slavery question for themselves without regard to the rest of the country, known as Popular Sovereignty.

No... Officially the slavery in America at the time wasn't stopped by the people directly but it did help the politicians get the thought that slavery should be abolished.
