If you mean 4th Hokage then you must date Hanabi Hyuga

!:How to, Buy perfume set then see if a little girl dressed in grey is on top of a building with a blue roof near the gates of the leaf village(That will be Hanabi) If Not then go to the training field then go back to the center, if still not there then just keep going back and forward until she is there.

NOTE!:Don't buy the pricey perfume set yet...

Then you give her the set and next you find her somewhere else in the center (not sure the exact point) closer to the academy this time in one of the streets opposite. Naruto will take her to the Shushuya.Later she finds out that she dropped her money and Naruto will pay for it.Then you go to the training field and back same as before, until she appears "then" you buy the pricey perfume set.Give her it (she will be on top of the same building I think that it is the shushuya) Soon she does the teleorting act again and goes to the right side of the center (if you were facing the academy of corse otherwise it is the left side of the center).She is on a break and dosent know what to do with her time so Naruto does the "nice thing" and takes her for dumplings. After she thanks him and goes.

Then she is unlocked(FINNNALAY).As a result of you unlocking all the 41 characters you then get the 4th Hokage unlocked.Only though if you unlock all the other characters.

Tips for using the 4 th Hokage: He moves at the speed of light and is the best character in the game. Dont choose the Jutsu chackra relase because it doesn't do anything but send you into ultimate mode (It does nothing but increases you attack). He only has one Ultimate Jutsu "Flying thunder god jutsu"

Unlock 1st and 2nd hokage: Answer the kids at the academy's riddles then go to the Suzuki estate and then answer Ebisu's riddles.(He is the creep next to the door wearing blue).

Unlock 3rd Hokage:Beat Orochimaru in Heroes History(distructon of the leaf arc).
