The North Atlantic Cooperation council established in 1991 provided a forum for NATO members Eastern European nations and the former soviet republic.
President Clinton announced in 1993 a policy that allowed for the gradual admission into NATO of new member nations from the former Warsaw Pact and gave the designation of associate status in NATO to Russia.
There are about 50 independent countries in the Commonwealth of Nations. Most of them are former members of the British Empire and some of them still have Queen Elizabeth II as their Head of State.
The United Nations has grown in legitimacy and efficiency over the years. When it started it had few members but now almost every country in the world is a member. Also, the United Nations has become more representative as it accommodated nations that were former colonies.
