This is usually a switch which will open with the lightest pressure on the pedal, which is why some people's brakelights are on all the time. It has 2 flasher relays. One for the turn signals located on the drivers side of steering column, behind instrument cluster, mounted in the convenience center. The other flasher relay is for the hazard lights and it is mounted drivers side, under dash, mounted above the fuse panel. Replace the turn signal flasher relay with one exactly like it.

If there is a trailer wiring harness on the vehicle for towing unplug harness under drivers side rear tail light to eliminate the trailer wiring that's probably the issue then plug factory wires together

Check the bulbs - they are double filamented with the smaller beign for stop lights Could also be a bad turn signal switch check fuse box under hood near battery. look for 'stop lp" (stop lamp) if burned out (metal wire no longer connected internally), replace it.
