If the fuses and bulbs are okay you may have a bad signal switch also known as a multifunction switch.

you have to bypass the headlight switch, but in most states it is illegal for both to be on and most of us inspectors check for that especially with a lot of aftermarket lights.
The brake light switch is under the dashboard, attached to the brake pedal. Try the break pedal, up underneath the dash. This is usually a switch which will open with the lightest pressure on the pedal, which is why some people's brakelights are on all the time. Driving with one foot on the brake pedal means driving with your brake lights on. Which increases the reation time of the the following driver. (End of Sermon.)
It has 2 flasher relays. One for the turn signals located on the drivers side of steering column, behind instrument cluster, mounted in the convenience center. The other flasher relay is for the hazard lights and it is mounted drivers side, under dash, mounted above the fuse panel. Replace the turn signal flasher relay with one exactly like it.

If there is a trailer wiring harness on the vehicle for towing unplug harness under drivers side rear tail light to eliminate the trailer wiring that's probably the issue then plug factory wires together
Check the bulbs - they are double filamented with the smaller beign for stop lights Could also be a bad turn signal switch check fuse box under hood near battery. look for 'stop lp" (stop lamp) if burned out (metal wire no longer connected internally), replace it.
