it could be the starter or it could just be a bad battery, try to jump start the vehicle with another vehicle with jumper cables or a jumpbox, if the vehicle starts, most likely it is the battery. It is still a good idea to get the starter checked out.

I would check your charging system. If you turn over your key and your starter just clicks, it is usually a low battery charge or your starter is out. I would suggest jumping off your vehicle and taking it to autozone and have them do a charging test for free.

The absolute best way is to remove it from the vehicle and test it on a work bench. Hooking the black (-) to the case of the starter, the Red(+) to the large terminal on the started solenoid, the jumping with a wire or starter switch between the + and the small screw terminal on the starter solenoid. Make sure the starter is sitting solidly on the bench, if it is good, it will "turn over" and could move about the bench. If you don't want to go through all of that, you can take it to most auto parts stores and they can test it for you.
One indication that the starter is going bad in your vehicle is if the vehicle won't start but the battery is full of life. When the starter is the reason, a very audible click will be heard.
