if the headlights work it is bad wiring if they dont its a fuse
The flasher that works the front turn signals also work the rear.
Rear loom ground not contacting. Bulbs burned out or missing. Brake light switch or connection to it is fubared.

The rear brakes on a 2001 Monte Carlo are replaced by removing the rear wheels, unbolting the calipers, and taking out the old brake pads. The new pads can then be installed and the brakes reassembled.
go to the trunk and right behind the light is 3 plastic screwa unscrew the 3 screws and your outside light will come off.
