NON-SOP (Standard Operating Procedure) command and signal measures in IO (Information Operations) tasks refer to the adaptive and flexible communication strategies used to respond to unique or unforeseen situations. These measures may include real-time decision-making, improvisation in communication protocols, and the ability to rapidly disseminate information to relevant stakeholders. Unlike SOPs, which are predefined and standardized, NON-SOP measures emphasize situational awareness and responsiveness to changing operational dynamics. Signal handling is a programming concept that allows programs to talk to each other via 'signals'. A user can also issue signals to a program at will using the 'kill' command. For example, kill -15 <command> tells the command to terminate kill -9 <command> tells the command to terminate forcibly kill -USR1 <command> tells the command to do whatever it was programmed to do when it received the USR1 signal.
It measures the time it takes for a radio signal of a particular frequency to travel to a target and back. It also measures the strength of the signal when it returns. Based on the travel time of the signal, the radar can measure the distance of the target. Once the radar receives the 2nd signal, it can calculate the velocity of the target. The strength of the signal can be used to determine the size of the target.
The 'kill' command is used to send a 'signal' to a process. The process is then free (for the most part) to interpret the signal as it wishes, assuming it is not a termination signal that cannot be ignored. A signal is an interrupt to the process; there are many signals that may be sent to a process or program.

The command would obviously be from the men's direct superiors. They would either whistle or ring a bell, to get the soldiers' attention, then shout the order or just order them immediately. If the trenches required stealth, then there would of course be some sort of silent signal involved, like a hand signal or a flag.
