Is the fuel pump actually running. Turn the ignition to the on position without starting the engine and you should hear the pump run for a few seconds. If you do not check the fuel pump fuse and fuel pump relay. If they are both good replace the fuel filter as it may be clogged. Lastly, it is possible that new fuel pump is defective. Check to make sure you wired it back correctly.
Try a new Fuel filter, or a new fuel pressure regulator. Also check if the fuel pump is working, it could be electrical. Usually you can hear the pump buzzing if you're close to it.
