I think what you are asking about is called a masterpiece. It was not actually submitted by an apprentice, but by a journeyman, who had previously been an apprentice.
To be a licensed electrician, most people have at least one year of technical school. After that, some time is spent in an apprenticeship with a journeyman or master electrician.
You will need masonry experience and may have to serve time as a journeyman and apprentice. In areas where unions are present, you will have to graduate through titles to reach that status.

Basically it is meant as a description of a lower level fighter but, sometimes the media will use the reference loosely and christened even a rated commodity as a "Journeyman".
