On Pokemon Emerald,to get Latios after beating the elite four,you will be in your home.When you watch the TV select BLUE if you want a Latios.If you select RED,you will get a Latias.Then a Latios will be wild in Hoenn.If you knock him out,you won't be able to encounter him again.He will be at Lv.40 and he can flee from battles. You can get Latias by getting the Eon tocket and going to Southern Island.But scince this Nintendo Event has ended a few years ago and Nintendo won't make it again,you cannot get Latias by going top a Nintendo Event. The only other way to get Latias on Pokemon Emerald is by using a GameShark.
