You can't catch Ampharos in the wild, you need to evolve them. You can find their pre-evolution form, Mareep, early on in Route 32, just north of Union Cave. You can also catch Flaaffys, the second form, north of Mahogany Town near the Lake of Rage. Level a Flaaffy to at least 30 for an Ampharos.
