In Pokemon Platinum you must go to a Nintendo event to get the item: Members Pass the item will let you go to New Moon Island where you can fight Darkrai he is lvl. 50.

And guess what there is a glitch in the Japanease Version where players don't need the members pass, but Nintendo fixed it for the American Version.
