He won't give the Johto starter Pokemon to you because you switched Pokemon with the PC during the challenge. The Cheat is actually "Go up Mt. Battle WITHOUT SWITCHING PARTY POKEMON. Beat the 100th battle and the person there will give you a Cyndaquil with Blast Burn, a Totodile with Hydro Cannon, or a Chikorita with Frenzy Plant. Your choice."
