Gary's Mod is a program that lets you mess around in an engine similar to Half Life 2. If you've seen the Half Life Full Life Consequences videos or any videos made by the same guy, he uses that program to do them. I'm not entirely sure on how to get it, but it should be pretty simple.

Not necessarily. If you own absolutely no Source games at all, then you can buy it, and you can then run Garry's Mod. A lot of Garry's Mod addons require Counter-Strike Source though, so it's recommended, not required.
