In order to open the cell, walk to the right and talk to Duncan, who will in turn give you a key to unlock Harold, who is in a nearby cell. Harold gives you another key to unlock Beth somewhere else in the studio. Beth should have another key for LaShawna, and she has a key for the cell containing the trash. After taking the trash to Chris, you will have completed the challenge.
