The Super Drop Diamond in the game belongs to Yusuf Amir, and Luis will acquire this car, along with Yusuf's golden SMG (which is in the glove compartment), when he completes Yusuf's missions. The car is left outside Yusuf's apartment opposite Middle Park (near the museum).

Yes. I have a Super Drop Diamond stashed in the parking space outside Playboy X's apartment (you can use Niko Bellic's parking spaces from GTA IV), and another Super Drop Diamond spawns outside of Yusuf Amir's place.

The Infernus is much more common in TBOGT than in the main GTA IV game. They can be seen around Westminster and Star Junction, The Meat Quarter (especially), Suffolk and Lower Easton - in Algonquin.
