After jumping from the top floor onto the web in the center of the first room, you come into a room with water. Go through the door avalible to you until you get back to that room on the other side, where the block is. Push the block over the edge, and jump across. Get a deku stick to catch on fire and jump back across to the other side. Roll across the web.
