The most conclusive test of a blower motor is to run a wire from the battery directly to the motor, being careful not to ground the wire out anywhere by accident. If the motor will not run when wired directly to the battery, it is probably bad.
The Blower motor is under the hood, passenger side. It has a purple wire attached.

Check your blower motor relay!
under the hood on the passenger above the blower motor mounted to a bracket.
The fuse. The blower motor speed resistor. The blower motor relay. The blower motor switch. Check for power at the blower motor connection.
Look on the top of the blower motor under dash passenger side near glove box area

Check the following................ 1. Power and ground to the blower motor. 2. Blower resister. 3. Blower switch.
To change the heater blower motor in a 1999 Chevy Astro van, first disconnect the negative battery cable. Remove the passenger side kick panel and locate the blower motor, which is typically situated under the dashboard. Disconnect the electrical connector and remove the screws securing the blower motor. Replace it with the new motor, reattach the screws and connector, and reassemble the kick panel before reconnecting the battery.
It is located behind the coolant and windshield washer reservoirs. The two wires on the blower motor will lead you to it.
