If your 1997 Chevy diesel will not shift into overdrive, you might have an issue with a transmission sensor. Some of these vehicles have several sensors that must engage in order to shift.
it is almost 100% your transmition selenoid. the same thing happened to my yota, and the 1997 auto trannys are notorious for that. if you use one of those engine code readers it will probably say "transmition selenoid#2".

If a vehicle, manual or automatic, does not shift into a certain gear, there may be a problem with that gear. Gears get worn and need replacing in a vehicle's lifetime.

The problem may be the module that shifts the transmition from gear to gear. Is the car in second gear only? If so its in a safe mode so you can still drive it off a highway if needed. This also happens when the speedometer sensor goes bad and the transmition doesnt know when to shift. I had this happen on a highway and it cost about $350.00 for the fix. Replaced the module and speed sensor. Good luck
