On a 90 hp mercury outboard is the fuel bladder supposed to pump up completely hard and stay that way?

The bladder will pump up reasonably firm until the engine starts running and the pump will create a negative pressure as it draws fuel from the tank and if you squeeze the bladder while running this would feel softer providing the floats are taking fuel.
