No you cannot use any members items in non member worlds it just shows you as unarmed, however you are still shows you wielding the item if you log out of members wearing it.
The best bow for non members on runescape i think is the maple short bow it is short so it is really fast and its a maple so it is strong as well

First cut a log into an unstrung bow, then use flax on a spinning wheel to make bow string, then use the bow string on the unstrung bow to make a finished bow. You will require a higher fletching level to make better bows.
U get any type of wood and cut it and then get a bow string(from picking flax and crafting it into bowstring) and use it on the bow that was unstringed
By fighting. If you are a member, you can level up quickly with a dwarven multicannon - but that method is expensive. If you are not a member, or that method is too expensive for you, just use the best arrows and the best bow available for your level, get the best ranging clothes (green d-hide is the best for non-members, but is only available for higher levels), and shoot a lot of NPCs.
