You need to type in the cheat "testhingcheatsenabled true" w/o the ""... (and to get to type that is hold ctrl +shift+ c if you don't already know...)
Anyway, then approach the baby you want, hold down shift, and click on the baby. You will them be prompted to either trigger age transition, favorite music, delete, or add to active household... do the last one and you have yourself a brand new baby!
