Yes they can! Once you have moved your sim into their house, place a mirror anywhere (bathroom, bedroom, study, wherever you like) and walk the sim you want to change up to it. Click on the mirror and choose the option, "Change Appearance." You'll have to wait a few moments, but once it comes up you can change their hairstyle, color, makeup, eyebrows, and a few more things. :D
