There's only one way, and it will take you AGES, but I know it's possible because I've done it!
First, Your going to need one of your sims to master the cooking skill. This can be any young adult sim or older in your household, including the ghost sim himself.
Once they have mastered cooking, take them to the bookstore to by the recipe for 'Ambrosia', it's about 12,000 simeleons, so be ready! Ambrosia is a food that brings the dead back to life, and also can make your sim young again. (they can not "age-down", like turn from a Young Adult into a teenager, but it sets their life span back to the beginning of young adult.) Have your sim read the recipe.
Now believe it or not, that was the easy part! You now have to obtain the two Ambrosia ingredients, The deathfish and Life fruit.
Lets do the deathfish first, and save the hardest til' last. Deathfish always live in the pond in the graveyard, and only come out after 1am, until about 5 or 6am? They are the huge fish shadow. Now deathfish are really rare and hard to catch, so you'll have to have a fishing skill of at least seven, but the higher the skill the more likely you'll catch one. Angelfish is the bait for the deathfish, so it will be alot easier if you buy a few first.
Once you have obtained the death fish it's time to try for the life fruit. And I warn you, this is really hard!! You're going to need the collection helper lifetime happiness reward, it will be next to impossible without it! Set your collection helper to seeds and pick up every 'special' seed you can find. Don't bother with any other types, the life fruit seeds are always special! Now you'll need a gardening skill of at least 7. (I know, I know!!) Plant all your seeds and pray one will turn into a life fruit bush.
Now wait til' there is the 'Harvest' option on the bush. Put both the ingredients in your inventory or fridge then make the Ambrosia. Have your ghost sim eat it.
