It only works if your already a vampire. It will make your Sim become human once more. Go to the science lab and you'll see a bar saying "Purchase Vampire Potion $3000.
It's a lot cheaper to call the matchmaker and buy the vampire potion from her.

∙ 14y agoOnce you have gotten the Vamprocillin-D potion off the Matchmaker, at night when your vampire Sim wakes up, make them pick it up off the floor (or if you left it in your Sims inventory pick it up from that and put it on the floor, then make your Sim pick it up), then click on it and there should be something that lets your Sim drink it. Once they have drunk it then will go up into the air and purple will go around them (like what happened when they turned into a vampire), then they will be a normal Sim again.
