The West Wing is a wing of the white house containing many of the offices presidents staff and the president's oval office. It is basically the workspace of the president.
Theodore Roosevelt was President when the West Wing was built in 1902. Though plans to expand the White House to accomodate more people were talked about since Thomas Jefferson, it wasn't until Roosevelt that the plans were carried out. Roosevelt hired New York architects McKim, Mead & White to build the West Wing in order provide needed office space for the president's staff.
Roosevelt built the West Wing because he was arthritic and couln't get to places very easily, so he made the places easier to get to.
