i think i remember Guard Thomas gives the murloc quest. either that or he is right in front of where a new human starts playing.

If the murloc quest giver, go out of Goldshire away from Stormwind till you come to the river bridge. He is on the left just before you hit the bridge.

if right in front, he is on the by the road on a small hill beside the abbey on the right if you are facing the abbey
