P1: No you don't need the disks.
P2: The orange box requires the compulsory download of 'steam'. When you install games with steam, the product key is then PERMENANTLEY registered to your own personal steam account, and therefore cannot be used again; only for the same steam account. However disks can be re-used on an infinite number of computers. you just need unique product keys for every different steam account.
