Yes.
You can import the video back into Windows Movie Maker again (as long as it is in the correct format for the program) and extract pictures from frames using the "Take Picture from Preview"feature (only available on v2.6 version).
Unfortunately, WLMM (Windows Live Movie Maker) does not have this feature.
DAT file are binary files with text. They can be opened in Word. They aren't pictures that can be converted into JPEGs.

Some DVD players can read them right off the disc and you can see them on your TV - if not, almost all versions of windows has 'media viewer' or 'picture gallery' (right click and select 'open with') - that works as long as the pictures are jpegs png bmp or other standard files - otherwise you might have to open them with photoshop or another special program.
Use a program that can extract .rar files such as WinRAR or 7zip.
A program that can make .zip files. You can download archive files with it and then extract them.

JPEGs have no built-in protection against editing. The best that you can do is apply a watermark that can't be easily removed without destroying the picture.
