Answer The British established a Rocket battalion during the Napoleonic Wars in early 1800's. They were used at the Battle of Waterloo in 1815. They were also used by the British in the War of 1812 against America---thus the national anthem's line that says "in rocket's red glare". I don't know if this was the first use of rockets. But it was probably the first operational use by a large number of rockets.
