PC wont boot.motherboard light is on and the fan.power-supply is working and the CPU is fine what should i do?

When you say the PC doesnt boot, what exactly is happening??, does the psu fan turn, does the CPU fan spin?.. Also how many beeps can be heard, and in what order.. ie one short, 1 long, 2 short etc.
