PDF (Portable Document Format) is a file format for general preview of the finished jobs. It is not a Post Script file format intended for print (although high quality PDF files may be suitable for print). Generally, while creating a PDF file the images are down sampled or compressed using image compression technologies. Also, the whole file is compressed with other available compression technologies. These compression reduce the file size of the document while compromising with the quality, thus making the document not suitable for high-end printing.

High resolution PDF settings produce documents with sharper and more detailed images suitable for printing, but may result in larger file sizes. Low resolution PDF settings create documents with lower image quality that are more suitable for online viewing or emailing, with smaller file sizes. Choose the setting based on your intended use for the PDF.

The original program to create them was Adobe Writer. Now you can use some different PDF programs such as PDF Creator. OpenOffice is an office suite that can save in PDF format, Microsoft Office can't unless Adobe Writer is installed.

No it is not a word processor, it is a file format, that is supposed to be good for printing. Also, you cant edit a pdf after it is made.
I always use PDF when printing out work, especially graphics from Photoshop, Illustrator, or InDesign. Mainly because it is a universal format and it will be sure to print the way you need it.
You must have (buy ?) Adobe's PDF writer.
You can download Adobe PDF writer off the Adobe website. You can also download all the other Adobe services that you need on their website although not all of them are free.
Open Office can export any Writer file into .pdf
