Permenent files do not get deleted and are kept for an indefinte period of time whilst temporary files do get deleted, and may or are only expected to have a specific time period of use before deletion.

You can delete it all, they are temporary files.
the advantages are that you will have information that will be true as it wont be able to be published if it wasnt bt it will take longer for the admin to search the files and one more advantage is that it will be quicker and faster
