For breaking Windows 7 Passwords safely, I strongly recommend tool Windows Password Seeker. Not only support XP/Vista/2000/NT, but also compatible with windows 7, it works perfectly to recover Windows logon Passwords. I burned it to a Usb stick. Booting up and clearing my password in just 4 minutes.
The Netlogon subkey stores information for the Net Logon service. The Net Logon service verifies logon requests, and it registers, authenticates, and locates domain controllers. Also, to maintain backward compatibility, Net Logon manages replication of the user account database to back up domain controllers running Windows NT 4.0 and earlier. For Windows 2000, Net Logon manages replication only when replication involves servers running Windows NT 4.0 and earlier. Net Logon for Windows 2000 does not manage replication between two servers running Windows 2000.

Windows 2003 allows you to control when users can log on to the network. You do this by setting their valid logon hours. You can use logon hour restrictions to tighten security and prevent system cracking or malicious conduct after normal business hours. During valid logon hours, users can work as they normally do. They can log on to the network and access network resources. During restricted logon hours, users can't work. They can't log on to the network or make connections to network resources. If users are logged on when their logon time expires, what follows depends on the account policy you've set for them. Generally, one of two things happens to the user:Forcibly disconnected You can set a policy that tells Windows 2000 to forcibly disconnect Windows 2000 users when their logon hours expire. If this policy is set, remote Windows 2000 users are disconnected from all network resources and logged off the system when their hours expire. Not disconnected Users aren't disconnected from the network when they enter the restricted hours. Instead, Windows 2000 simply doesn't allow them to make any new network connections.Configuring Logon Hours in Windows Server 2003To configure the logon hours, follow these steps:Access the user's Properties dialog box in Active Directory Users And Computers and then choose the Account tab.Click the Logon Hours button. Set the valid and invalid logon hours using the Logon Hours dialog box shown. In this dialog box each hour of the day or night is a field that can be turned on and off. To change the setting for an hour, click it. Then select either the Logon Permitted or Logon Denied option button.Hours that are allowed are filled in with a dark bar.Hours that are disallowed are blank.

Since Windows NT, 2000, and later, Windows' user passwords are stored in the Security Accounts Manager (SAM), which is a part of the system registry. To my knowledge, it is not possible to recover or alter user passwords while Windows is running. Windows passwords may be set or reset by booting the PC on a separate operating system, and editing the registry. A tool that can do this may be found here: http://home.eunet.no/pnordahl/ntpasswd/ Read all information on the website and the FAQ. Download the ISO file, burn a CD from the downloaded file, boot your PC from the CD, and follow the instructions. It's best to reset ("blank") a user password, and change it to the desired password after rebooting to Windows. I've used this application for several years with excellent results. Works with Windows NT/2k/XP/Vista.
Windows NT is what Windows 2000 is upgraded from.
Windows XP Professional is an upgrade to Windows 2000 Professional. Windows Server 2003 is an upgrade to Windows 2000 Server.
